If you’d floated the idea of Houston as a “city of parks” a few years ago, people would have thought you were sipping toxins from the once-skanky bayous.

But Thomas Woltz, the East Coast-based landscape architect who is reshaping Memorial Park, didn’t so much as bat an eyelash when he suggested it in one of our meetings last year.
