Legislation would change how special purpose districts operate (Houston Chronicle)

A bill filed last week takes aim at special purpose districts, the entities formed to boost economic development and that have the power to charge assessments to commercial property owners.

The legislation by Rep. Dennis Paul, R-Houston, would address how the districts are formed, improve transparency and alter how they are currently governed. The changes outlined in House Bill 3097 address complaints lodged by various groups in the Houston area against management and improvement districts.  Many Houston-area groups are mired in lawsuits over the management and improvement districts, including those in Montrose, southwest Harris County and Friendswood.
