A proposal that state transportation officials are touting as a way to return state-maintained roads to local control is facing resistance from state and county officials leery of picking up maintenance costs.

Texas Department of Transportation officials are considering turning 1,897 miles of thoroughfares over to city or county officials. The so-called turnback would give local officials more control of the roads, transportation department spokesman Bob Kaufman said.
